The Ministry of Water and Energy (MOWE) hereby invites all eligible bidders to participate in the bidding process for the above-mentioned project and obtain the soft copy of the Bidding Documents through the National Procurement Directorate's website at the following link:

Bidders are required to submit their bids, in sealed envelopes and in accordance with the terms and conditions specified in the Bidding Documents, to the Construction Section, Procurement Directorate, Ministry of Water and Energy, Darul Aman Road, Sanatorium Alley, Kabul, Afghanistan, from the date of publication of this notice until 10:00 AM on 7 December 2026.

Late bids and bids submitted electronically shall not be accepted.

Pre-Bid Meeting:

The pre-bid meeting shall be held on 21 November 2026, in accordance with the provisions of the Bidding Documents.

Bid Opening:

The bid opening session shall be held at 10:00 AM on 7 December 2026 in the Bid Opening Hall of the Procurement Directorate, Ministry of Water and Energy, located at Darul Aman Road, Sanatorium Alley, Kabul, Afghanistan.
