We would like to kindly request clarification regarding the qualification requirements stated under Section 17 – "Minimum Qualifications of the Consulting Firm"
The TOR requires the consulting firm to have successfully completed at least two assignments within the last ten years involving independent design review, dam-safety assessment, or detailed design of large dams and major hydraulic structures.
In addition, the following requirements are specified:
- At least one assignment involving the raising, rehabilitation, or major modification of an existing large embankment dam;
- At least one assignment involving a high-capacity spillway and energy-dissipation and/or scour-protection works;
- Demonstrated experience with saddle dams/dikes, PFMA, dam-break analysis, instrumentation, and dam-safety plans;
- Demonstrated hydromechanical design and/or review capability for large gates, hoists, valves, stoplogs, and embedded parts;
- Demonstrated electrical review capability for dam station services, protection systems, switchgear, PLC/SCADA, cabling, grounding, and emergency power systems;
- A documented corporate QA/QC system and professional indemnity insurance meeting the RFP requirements.
In this regard, we kindly request your clarification on the following points:
- Whether each of the above technical qualification and experience requirements must be demonstrated through separate and different reference projects;
- Whether a single reference project may be used to demonstrate compliance with more than one of the above requirements, provided that the relevant scope of work was included in that project;
- Whether the requirements may be satisfied cumulatively through several different reference projects; and
- Whether all of the technical requirements listed under Items 1–5 are mandatory and must be fulfilled, or whether compliance with any one or a combination of these items would be considered sufficient.

With reference to Section 17 of the TOR:
- Separate reference projects: No. A separate and different reference project is not required for each technical requirement.
- One project covering multiple requirements: Yes. A single reference project may demonstrate compliance with several requirements, provided the relevant services were included in the Consultant’s scope and are clearly documented and verifiable.
- Cumulative experience: Yes. The requirements may be satisfied cumulatively through several reference projects. However, the minimum of two separate successfully completed relevant assignments within the last ten years remains applicable.
- Mandatory requirements: All technical requirements under Items 1–5 are mandatory and must be demonstrated collectively through the submitted references. Meeting only one or some items is insufficient. Full power-generation/transmission experience is required only if Option E2 is activated.
All other requirements of Section 17 remain unchanged.
